Sedat BAKICI was born in 1967 in Eskişehir, Turkey. He graduated from Land Registry and Cadastre Vocational High School in 1984 and Istanbul Technical University, Surveying Engineering in 1988.
Sedat BAKICI then started his career as an engineer in the Department of Geodesy and Photogrammetry of the General Directorate of Land Registry and Cadastre (TKGM) in 1989, after he completed advance training in the field of Photogrammetry at Stuttgart University between 1990-1991. After he worked as a system engineer in the photogrammetric map production and GIS (geographic information system) projects in TKGM.
In 2004, he was appointed as the Head of Geomatics Department. During his service he managed, National Permanent GNSS Network (CORS-Tr), Cadastre Projects, GeoMeta Data Portal, National Orthophoto Production & Web Services, digital aerial camera equipped Beechcraft B350 aircraft purchasing, oblique aerial camera purchasing and 3D city model production projects. He also managed NSDI-Tr (Turkey’s National Spatial Data Infrastructure) Feasibility Project and worked as founder Director General of GIS.
In 2018, he was deemed worthy of receiving “Afghanistan State Medal” by contributing to “Afghanistan Institutional Development Program for Land Administration(IDPL)”, which is technically assisted by TKGM.
In March 2018, he was appointed as the Head of Information Technologies Department. During his service in IT Department, he managed Web-LandRegistry 2.0 Portal, ERP Web Portal, Web-Conference System, E-Lien Web Services, Archive Component of TAKBIS (Land Registry and Cadastre Inf. System), TAKBİS-ERP Entegration, QR Coded Land Titles, Corporate Cloud for TKGM, Employee&Customer Satisfaction e-survey and etc.
He retired from the General Directorate of Land Registry and Cadastre in May 2019 and started to work as a “Senior International Land Administration Advisor” in World Bank funded Afghanistan Land Administration System Project (ALASP).
Sedat BAKICI has done over seventy Turkish and 31 English presentations / papers and written “Land Registry and Cadastre In Turkey” book.
During his professional life he gave Geographical Information Systems, Vocational Foreign Language, Photogrammetry and Cartography lectures at Afyon Kocatepe University, Hacettepe University, Gazi University and Haci Bayram Veli Universities.
He is married and father of three. He speaks fluent English and basic German.
